Mission Two Spectulations

Outcast here.  So far my non-villainess alter ego has been too busy to give me much time to work on this combination.  Regardless of time given, however, I have a feeling cracking this is going to be a little more difficult than expected.  Here's the image.

A lot can be gathered by simply looking at it.  Five slots for a number or letter to fit.  Seven rings, each with eight digits.  Each "?" seems to point to two numbers.  I think this is similar to a padlock in the sense that we must find the right numbers, in the correct order, to solve the puzzle.  My main doubt is that it could be entirely opposite of that, and the numbers represent letters.  Six out of the seven rings are identical but for the top digit, but what does that mean for the odd ring out?  Blackwood also noticed the 1's and 7's seem to shine differently.  I've jotted down some information just for the sake of making things a little more linear:
Rings:
7-8-6-3-0-0-0-6
5-0-9-5-7-0-3-1
4-0-9-5-7-0-3-1
3-0-9-5-7-0-3-1
5-0-9-5-7-0-3-1
5-0-9-5-7-0-3-1
3-0-9-5-7-0-3-1
X-0-9-5-7-0-3-1 <-- (Mostly) constant numbers

"?" Slots:
6-1   (=7?)
9-3   (=12?)
9-0   (=9?)
9-0   (=9?)
9-1   (=10?)

Looking at this, I realize that the "?" slots point to 9's on every left-handed ring, except for that same outlier first.  That first ring has got to be important somehow.

In other news, our blog is on the site. We are officially on the map and in the open.  I might actually consider collaborating with some of the other bloggers... if my pride allows me to admit I'm not nearly as savvy with these combinations as I used to be.

Which is doubtful.
